Overview

Background

Oujda is a city in the northeast (Rif) of Morocco with an estimated population of half a million inhabitants, located about 15 kilometers west of the border with Algeria and about 60 kilometers south of the Mediterranean Sea. The city of Oujda is an entry point for people on the move in transit who opt for the Western Mediterranean Route to Europe, but at the same time also a departure point for migrants who are tired of the repression and numerous interceptions in the Moroccan state and who choose to continue towards Libya to try to reach their destination via the Central Mediterranean Route. The border with Algeria has been officially closed since 1994. The crossings are very dangerous, with a large ditch and fences to overcome. A local mafia facilitates the crossings and in many cases abuses its power (torture, robbery, rape...). Police control and mafias are making the crossing difficult and there is more and more violence, many of them requiring hospital care, in cases of operations they cannot respond to with.

Objective

To give relief to the situation of vulnerability of people on the move in the city of Oujda (Morocco), whether in the psychological, health, bureaucratic or training spheres.  

Activities

The activities take place in the church of Oujda, a place of welcome, protection and accompaniment.

  1. To guarantee a comprehensive welcome by responding to the basic needs of people on the move who have just arrived from the Algerian border.
  • First reception and identification of needs

  • Accompaniment in the personal process of each one.
  1. Reception and accompaniment of sick or injured migrants.

  • Hospital accompaniment
  • Accommodation and maintenance after the hospital stay: treatment and medical follow-up, until final discharge.
  1. Reception and accompaniment of migrants who request their voluntary return
  • Accommodation and maintenance
  • Accompaniment in the personal process of each one.
  • Coordination with the IOM (World Organisation for Migration).
  1. Welcoming and accompanying migrants, mostly minors, who after having spent some time in different cities in Morocco and not having enough money to cross to Europe, decide to take advantage of the training offered.
  • Accommodation and food for the young people who are undergoing the training.
  • Accompaniment in the personal process of each one.
  • Coordination with the different professional schools or academies in Oujda.
  • Payment of materials necessary for the training
  • Payment of transport.

Results

  • The migrants accommodated in the church have been able to regain their strength.
  • Wounded/sick migrants accommodated in the church have fully recovered until they were discharged.
  • A number of migrants have returned voluntarily to their country of origin.
  • A number of migrant minors have acquired vocational training.

 

El contexto 

Oujda es una ciudad del noreste (Rif) de Marruecos con una población estimada de medio millón de habitantes, que se encuentra a unos 15 kilómetros al oeste de la frontera con Argelia y a unos 60 kilómetros al sur del mar Mediterráneo. La ciudad de Oujda, es un punto de entrada para las personas en movimiento en tránsito que optan por la Ruta del Mediterráneo Occidental hacia Europa, pero al mismo tiempo también un punto de partida para las personas migrantes que están cansadas de la represión y de las numerosas interceptaciones en el estado marroquí y que eligen continuar hacia Libia para intentar llegar su destino a través de la Ruta del Mediterráneo Central. La frontera con Argelia ha estado oficialmente cerrada desde 1994. Los cruces son muy peligrosos, con una gran zanja y vallas que superar. Una mafia local facilita los cruces y en muchos casos abusa del poder (torturas, robos, violaciones...) El control policial y las mafias están dificultando el paso y cada vez hay más violencia, muchos de ellos requieren atención hospitalaria, en casos operaciones a los que no pueden hacer frente.

El objetivo

Aliviar la situación de vulnerabilidad de las personas en movimiento en la ciudad de Oujda (Marruecos), ya sea en la esfera psicológica, de salud, burocrática o de formación.   

Las actividades

Las actividades se dearrollan en la iglesia de Oujda, un espacio de acogida, protección y acompañamento. 

  1. Garantizar una acogida integral dando respuesta a las necesidades básicas de las personas migrantes que recién llegan de la frontera argelina.

  1. Acoger y acompañar a personas migrantes enfermas o heridas.

  • Alojamiento y manutención tras la estancia en el hospital: curas y seguimiento médico, hasta el alta definitiva
  1. Acoger y acompañar a personas migrantes que solicitan su retorno voluntario

  • Acompañamiento en el proceso personal de cada una
  • Coordinación con la OIM (Organización Mundial de Migraciones)
  1. Acoger y acompañar a las personas migrantes, la mayoría menores, que después de haber estado un tiempo por diferentes ciudades de Marruecos y no conseguir el dinero suficiente para cruzar a Europa, deciden aprovechar la formación profesional que se ofrece.
  • Alojamiento y manutención de los jóvenes que están haciendo la formación
  • Acompañamiento en el proceso personal de cada uno
  • Coordinación con las diferentes escuelas profesionales o academias de Oujda.
  • Pago de materiales necesarios para la formación
  • Pago de transporte.

Los resultados

  • Las personas migrantes acogidas en la iglesia han podido reponer fuerzas.
  • Las personas migrantes heridas/enfermas acogidas en la iglesia han sido curadas hasta el alta definitiva.
  • Un número de personas migrantes han regresado voluntariamente a su país de origen.
  • Un numero de minores migrantes han adquirido capacitación profesional.
