Overview

Background

Auzolan (community-based work in Basque language) is a pilot project partnership between the regional Basque government, the national Spanish government, the UNHCR, Basque Caritas and the Basque Jesuit Platform aimed to welcome refugees and persons with the international protection status where civil society takes direct responsibility for their integration. The Jesuit NGO Fundación Ellacuria and its volunteers, including a RSCJ, is putting into practice the partnership and experimenting an integration model to ease the settling of Syrian families in the Basque region.

The 10-year long Syrian civil war has push many of its population to flee the county. Thanks to its Community Sponsorship, UNHCR has war-torn families travelling to safe places. In 2019, 5 Syrian families arrived in the Spanish Basque region. Objective Social and labour integration of Syrian refugees in the Basque Spanish region.

Activities

The RSCJ involved in the project is part of a volunteer group that was assigned one Syrian family in the town of Arrigorriaga. The family is composed of six members: father (53), mother (50), one son (19), another son (23) with his wife (23) and two daughters (1 and 2 years old).

Residential status

  • Administrative support with local residency registration
  • Administrative support for stay permit application
  • Administrative support with health services registration
  • Administrative support with children school enrollment
  • Administration support for the minimum income allocation application (Renta de Garantía de Ingresos)

Labour integration

  • Support with unemployment centre (Lanbide) registration
  • Support in identifying professional training courses
  • Support in job hunting
  • Spanish language teaching

Social integration

  • Family receiving daily visits of the volunteers
  • Family celebrations organised where volunteers are invited (birthdays, lamb celebration, Ramadan, Chistmas, etc.)
  • The two small girls are taken to the park to play with their peers (by volunteers)
  • Translation/Interpretation – the volunteer RSCJ speaks fluently Arabic.

Results

Feeling welcomed and being able to speak their language, the family has shared their worries and their health concerns.

El contexto

Auzolan (trabajo comunitario en euskera) es un proyecto piloto de colaboración entre el gobierno regional vasco, el gobierno nacional español, el Alto Comisariado de las Naciones Unidas para los Refugiados (ACNUR), la Cáritas vasca y la Plataforma jesuita vasca. Este proyecto pilota apunta a acoger a los refugiados y a las personas con estatus de protección internacional poniendo la sociedad civil en primera línea para su integración. La ONG jesuita Fundación Ellacuria y sus voluntarios, entre los que se encuentra una RSCJ, están poniendo en práctica el partenariado y experimentando un modelo de integración para facilitar el asentamiento de familias sirias en la País vasco.

La guerra civil siria, que dura ya 10 años, ha empujado a mucha de su población a huir del país. Gracias a su programa de Patrocinio Comunitario, ACNUR consigue que las familias afectadas por la guerra viajen a lugares seguros. En 2019, cinco familias sirias llegaron al País vasco españolo.

Las actividades.

La RSCJ que participa en el proyecto forma parte de un grupo de voluntarios al que se le asignó una familia siria en la localidad de Arrigorriaga. La familia está compuesta por seis miembros: padre (53), madre (50), un hijo (19), otro hijo (23) con su mujer (23) y dos hijas (1 y 2 años). 

Residencia

  • Apoyo administrativo para el empadronamiento.
  • Apoyo administrativo para la solicitud del permiso de extranjería.
  • Apoyo administrativo para la registración a la seguridad social (centro de salud)
  • Apoyo administrativo para la matriculación de las niñas en el colegio.
  • Apoyo administrtivo para la solicitud de la Renta de Garantía de Ingresos

Integración laboral

  • Apoyo con la inscripción al centro del empleo (Lanbide)
  • Apoyo con la identificación de cursos de formación profesional
  • Apoyo en la búsqueda de empleo
  • Enseñanza de la lengua española

Integración social

  • Familia recibe visitas diarias de los voluntarios.
  • Se organizan celebraciones familiares a las que se invita a los voluntarios (cumpleaños, celebración del cordero, Ramadán, Navidad, etc.)
  • Se llevan las dos niñas al parque a jugar con los otros niños y las otras niñas (por los voluntarios).

Los resultados

Al sentirse acogidos y poder hablar en su idioma, la familia ha compartido sus preocupaciones y sus inquietudes sanitarias.

Le contexte

Auzolan (travail communautaire en langue basque) est un projet pilote de partenariat entre le gouvernement régional basque, le gouvernement national espagnol, le Haut Commissariat de l’ONU pour les Réfugiés (HCR), la Caritas basque et la Plateforme jésuite basque. Ce projet pilote vise à accueillir des réfugiés et des personnes bénéficiant d'un statut de protection internationale mettant la société civile en première ligne pour leur intégration. L'ONG jésuite Fundación Ellacuria et ses bénévoles, dont une RSCJ, mettent en pratique ce partenariat et mettent en œuvre un modèle d'intégration pour faciliter l'installation des familles syriennes au Pays basque.

  • Soutien et orientation sur les formalités pour la scolarisation des enfants.
  • Soutien et orientation sur les formalités administratives pour la demande d'allocation de revenu minimum (Renta de Garantía de Ingresos)

Intégration professionnelle

  • Soutien et orientation sur les formalités administrative pour à l'inscription au centre pour l’emploi (Lanbide)
  • Soutien et orientation pour identifier des cours de formation professionnelle adaptés
  • Soutien et orientation dans leur recherche d'emploi
  • Enseignement de l'espagnol

Intégration sociale

  • La famille syrienne reçoit la visite quotidienne des bénévoles
  • La famille organise des fêtes familiales où elle invite les bénévoles (anniversaires, fête de l'agneau, Ramadan, Noël, etc.)
  • Les deux petites filles sont emmenées au parc pour jouer avec les enfants du quartier (par les volontaires).
  • Traduction/interprétation – la bénévole RSCJ parle couramment l'arabe.

Les résultats

Se sentant accueillie et pouvant parler leur langue, la famille a partagé ses inquiétudes et ses problèmes de santé.
